Bangladesh and EU Finalize Text for Historic Comprehensive Partnership Agreement

Bangladesh and the European Union (EU) have successfully finalized the text of the Comprehensive Partnership and Cooperation Agreement (PCA) following the conclusion of the fifth round of negotiations held on January 7–8 in Dhaka and Sylhet. 

This final stage of discussions, confirmed by a Foreign Ministry press release on Thursday, signifies a major shift in the bilateral relationship as both parties reached a consensus on the framework of the accord. 

This landmark agreement marks a major transition in the bilateral relationship, as Bangladesh is set to become the first South Asian country to sign a PCA with the EU.

The negotiations were led by Secretary (Bilateral) of the Ministry of Foreign Affairs Dr Md Nazrul Islam, for the Bangladesh side while Acting Managing Director for Asia-Pacific at the European External Action Service Paola Pampaloni headed the EU delegation. 

The meetings were attended by EU Ambassador Michael Miller and senior officials from both regions, participating both in person and virtually.

The road to this agreement began with an initial explanatory meeting in November 2024 and involved five comprehensive rounds of dialogue along with various technical sessions held in Dhaka and Brussels. 

This latest round was particularly focused on critical thematic areas such as legal and judicial cooperation, intellectual property rights, and energy. 

Other key topics included trade and investment, human rights, customs cooperation, and the sustainable governance of fisheries and aquaculture.

The Foreign Ministry characterized the discussions as balanced and constructive, designed to address modern global challenges while reflecting the deepening priorities of the Bangladesh-EU partnership.

Once officially signed, the PCA will establish a permanent legal and political foundation for a strategic, long-term alliance, broadening cooperation across a vast spectrum of policy sectors. 

This agreement holds historic significance as it positions Bangladesh to become the first nation in South Asia to enter into such a comprehensive partnership with the European Union. 

This milestone is expected to significantly enhance the country’s diplomatic and economic standing on the global stage, providing a robust framework for future engagement with the world’s largest economic bloc.
