Dhaka Seeks U.S. Waiver to Purchase Russian Fuel During Washington Talks

Bangladesh has formally requested a special waiver from the United States to purchase refined fuel, including diesel, from Russia.

The request was made during a high-level meeting between Bangladesh Foreign Minister Khalilur Rahman and U.S. Energy Secretary Chris Wright at the Department of Energy on Tuesday.

The discussions come as Bangladesh faces mounting energy security challenges exacerbated by the ongoing conflict in the Middle East, which has severely disrupted global supply chains.

Navigating Sanctions and Logistics
According to diplomatic sources in Washington, the meeting explored several avenues for securing fuel:

Refined Russian Oil: Bangladesh is seeking a specific carve-out to import refined products directly.

Third-Country Processing: The delegation discussed the possibility of importing Russian crude oil after it has been refined in a third country.

Addressing Past Hurdles: Foreign Minister Rahman noted that while the U.S. had previously offered limited global waivers for Russian energy, Bangladesh was unable to benefit at the time because no Russian tankers were destined for its ports.

U.S. Commitment to Energy Security
In a press release, the Bangladesh Embassy in Washington stated that Secretary Chris Wright acknowledged the difficulties Bangladesh is currently facing.

He reaffirmed that the United States is committed to assisting Bangladesh in ensuring its energy security during this volatile period.

"The issues raised by Bangladesh will be considered with gravity," Secretary Wright reportedly said, adding that his department would coordinate with relevant U.S. agencies to address the request.

Long-Term Cooperation
Beyond immediate crisis management, the two officials discussed broader bilateral energy cooperation. Key points included:

  • Establishing a safe and stable energy supply for Bangladesh.
  • Increasing the potential for importing energy products directly from the United States.
