Transfer Policy Issued for MPO-Enrolled Madrasa Teachers

The Technical and Madrasa Education Division of the Ministry of Education has issued a new policy to implement the long-awaited transfer system for MPO-enrolled teachers working in private madrasas.

Under the policy titled "Transfer Policy-2026 for MPO-Enrolled Teachers Working in Private Educational Institutions (Madrasas) Through Automated Software," the entire teacher transfer process will be completed online using a software-based system.

The initiative, which came into effect on Tuesday (June 2), aims to ensure a transparent, rapid, and technology-driven transfer system for MPO-enrolled madrasa teachers working across the country.

Consequently, teachers can apply online against designated vacant positions and secure transfer opportunities based on specific qualifications and priorities.

Key Eligibility and Tenure Rules
According to the policy, no teacher can apply for a transfer unless they have completed at least two years of service following their initial appointment.

Similarly, after a transfer and subsequent joining at a new workplace, a teacher must serve for at least two years before applying for another transfer. A teacher will be allowed a maximum of three transfers throughout their entire service career.

For transfers, applicants will generally apply against vacant positions in their home districts. If there are no vacancies in the home district, applications can be made to institutions in other districts within the same division.

Provision has also been made to apply for other districts under special family or administrative circumstances.

Priority Selection and Ranking Criteria
If multiple applications are submitted for a single vacant position, the software will determine priority based on four specified criteria:

  • Female applicants
  • Distance between the current and desired workplace
  • Workplace of the spouse
  • Seniority in service

Seniority will be determined in accordance with the latest manpower structure and MPO policy. The method followed by the Ministry of Public Administration will be used to calculate distances.

The policy further states that a maximum of two teachers from a single educational institution can be transferred per year. However, multiple teachers of the same subject cannot be transferred simultaneously.

Software Integration and Logistics
Applicants can list up to three preferred institutions in order of choice online. The transfer application, verification, approval, and final order will all be processed through the software.

The Directorate of Madrasa Education will manage the required software and design the application format.

The index number of the transferred teacher will be electronically shifted to the new institution, ensuring that their MPO benefits, seniority, and other financial incentives continue uninterrupted.

Release and Joining Timelines
Following the issuance of a transfer order, the head of the concerned institution must release the teacher within 10 days.

Joining the new workplace within the next 10 days of the release is mandatory. Information regarding the joining must also be reported online to the relevant authority. The period between release and joining will be counted as active service.

However, teachers facing stop-payment orders, temporary suspensions, or ongoing criminal lawsuits are ineligible to apply for transfers.

With the issuance of this new policy, the previous policy regarding NTRCA-recommended MPO teacher transfers, issued on December 19, 2024, stands repealed. The Ministry of Education retains the authority to amend, refine, or clarify the policy in the future as necessary.

Stakeholders believe that the implementation of this software-based transfer system will resolve long-standing complexities surrounding madrasa teacher transfers.
