On September 11, six reform commissions were established, each tasked with overseeing key areas of governance. Badiul Alam Majumdar, Secretary of SUJAN (Citizens for Good Governance), was appointed as the head of the Election Reform Commission. The Police Reform Commission was entrusted to former Public Administration and Home Secretary Safar Raj Hossain.

Former Justice Shah Abu Nayeem Mominur Rahman was designated to lead the Judiciary Reform Commission. Dr Iftekharuzzaman, Executive Director of Transparency International Bangladesh (TIB), was appointed to head the Anti-Corruption Commission Reform Commission. The Public Administration Reform Commission was placed under the leadership of former caretaker government advisor Abdul Muid Chowdhury, while Dr Ali Riaz, a professor in the Department of Government and Politics at Illinois State University, was named the head of the Constitutional Reform Commission.

To ensure coordination among these bodies, a National Consensus Commission was formed, comprising the heads of the six reform commissions. Dr Muhammad Yunus was appointed as its chief, with Professor Ali Riaz serving as the member secretary.

Earlier, Law Advisor Dr Asif Nazrul stated that a national consensus meeting would be initiated in mid-February, based on the recommendations of the reform commissions. The meeting will be chaired by Chief Advisor and National Consensus Commission head Dr Yunus.

Representatives from various political parties, along with supporters of the July coup, are expected to participate in the discussions. If the political parties agree, these talks may continue throughout the holy month of Ramadan.
