47 Recommendations for ACC Reform by the Commission
The Reform Commission has made 47 recommendations regarding steps to make the Anti-Corruption Commission (ACC) independent and effective.
On Wednesday (January 15) at 11:30 AM, these recommendations were submitted in a report to the Chief Adviser of the interim government, Professor Dr. Muhammad Yunus.
Dr. Iftekharuzzaman, head of the ACC Reform Commission, told the media that to make the ACC more dynamic, they proposed 47 recommendations as short-term, medium-term, and long-term measures. He believes that it will take six months to implement the short-term recommendations, 18 months for the medium-term, and 48 months for the long-term reforms.
He stated that the ACC is currently a statutory body but needs to be recognized as a constitutional institution.
The head of the ACC Reform Commission emphasized the desire for an independent and effective ACC, with defined limits to this independence. The commission has made specific reform recommendations.
Dr. Iftekharuzzaman mentioned the recommendation to increase the number of commission members from three to five, ensuring that at least one of the members is a woman. Additionally, it is suggested that individuals with judicial and financial expertise relevant to ACC's work be included.
He further noted that for the ACC to become effective, positive changes in politics and bureaucracy are necessary. Without such changes, the ACC will not be effective.
It is noteworthy that the Awami League government fell on August 5 amid a popular uprising by students and the public. Following this, the interim government, after taking office in the same month, established 15 reform commissions to strengthen weak democratic institutions and ensure public ownership, accountability, and welfare.
Among these, the first six commissions for reforming the constitution, electoral system, police, judiciary, public administration, and ACC were formed on October 3.
Dr. Iftekharuzzaman, the Executive Director of Transparency International Bangladesh (TIB), was appointed as the head of the ACC Reform Commission.
