Army Chief General Waker-uz-Zaman has confirmed that no army personnel were involved in the Pilkhana massacre, emphasizing that the entire incident was carried out by members of the then BDR (Border Guard Bangladesh). He urged for a thorough investigation into whether any external or political forces were involved in the event.

Speaking at a photo exhibition at Rawa Club in Mohakhali on National Martyrs' Army Day, the Army Chief said, "One thing we must always remember is that this brutality was not committed by any army personnel. The entire incident was carried out by the then-BDR members. Full stop—there are no ifs or buts."

He added, "Today is a painful day. On February 25, 2009, we lost 57 brave soldiers. As I was looking at the photos on my way here, I realized that I am an eyewitness to these images. Do not undermine the justice process."

The Army Chief went on, "Those who have been punished were deserving of it. A commission has been established to investigate if any political leaders or external forces were involved. The chairman of the commission is here and will reveal the findings and inform you. Anyone attempting to divert this matter will not bring positive outcomes."

He stressed, "The bottom line is that our brave soldiers lost their lives to gunfire from the then BDR members. Some may have differing views on this, but diverting the issue will not bring any benefit. I assure you that it will not be beneficial. Let us not create divisions among ourselves. If there are any issues or discrepancies, we will resolve them through dialogue. Running in different directions will not help."

He further remarked, "Some individuals claim they have been punished since 2009, and many argue that their punishment was unjust. I am taking action on this matter. My stance is clear: there will be no leniency for anyone who has committed a crime."

The Army Chief concluded, "There will be no compromise. A disciplined force must remain disciplined. Even if everything else falls apart, the Army, Navy, and Air Force have endured because they uphold discipline."

On the topic of elections, he stated, "I believe we are heading towards elections. I had mentioned an 18-month timeline. I expect a fair and impartial election by December."
