Chief Adviser Issues 25 Directives to Secretaries

Dr. Muhammad Yunus, the Chief Adviser of the interim government, has issued 25 directives to the secretaries of various ministries and departments. These instructions were recently sent to secretaries and senior secretaries by the Cabinet Division.

The secretaries have been urged to take personal initiative and provide full cooperation in implementing these directives on a priority basis. They are also required to report on progress to the Cabinet Division as per the Chief Adviser’s instructions.

In a letter, the directives were outlined based on the key points made by the Chief Adviser during the September 4 secretary meeting, where he addressed senior secretaries and secretaries.

The directives are as follows:

  1. Follow the Chief Adviser’s "marching orders" for reforms at all levels of government to advance the new Bangladesh born from the people's uprising.
  2. Every ministry and department must urgently adopt a creative, citizen-focused mindset to develop necessary reform plans, including short, medium, and long-term reform programs, with time-bound action plans.
  3. Consult with relevant stakeholders and gather their opinions when formulating reform programs.
  4. Everyone must act with honesty, dedication, and accountability in their respective fields to build the new Bangladesh.
  5. Move away from conventional thinking and prioritize public interest creatively to conduct government activities.
  6. Eliminate corruption and simplify services to maximize public satisfaction.
  7. Ensure transparency and accountability in the budget and the optimal use of public funds.
  8. Guarantee fair competition in public procurement and eliminate existing barriers to ensure transparency and accountability.
  9. Capitalize on the global interest and positive perception of Bangladesh to serve the country's best interests.
  10. Maintain a sense of responsibility and sensitivity in fulfilling duties.
  11. Ensure that no service seekers face harassment, delays, or unnecessary complications.
  12. Improve law and order.
  13. Prioritize activities in each ministry/department.
  14. Ensure the continuous supply of essential services.
  15. Ensure agricultural production is not disrupted.
  16. Work collectively to transform the government into a people-friendly one.
  17. Provide proper training for human resource development and revise training programs if necessary.
  18. Ensure that power generation, supply, and distribution are not interrupted.
  19. Maintain a student-friendly environment in educational institutions.
  20. Take necessary steps to increase domestic gas production.
  21. Maintain satisfactory levels of food collection, storage, and supply.
  22. Reduce import dependence and increase domestic production. Seek alternative sources of imports.
  23. Regularly monitor the consumer goods market.
  24. Ensure industrial production is not disrupted.
  25. Restore discipline in the financial sector, as emphasized by the Chief Adviser.
