
A bill to formally incorporate the occupied Palestinian West Bank into Israeli territory has passed its first stage in the Israeli Parliament. If the bill passes fully, the Palestinian territory would be annexed to Israel, and Israeli sovereignty would be applied there.
However, Israeli Prime Minister Benjamin Netanyahu himself has opposed the proposal. News agency Al Jazeera reported this information on Thursday (October 23).
The news agency states that the Israeli Parliament, the 'Knesset', has given preliminary approval to a controversial bill to impose Israeli sovereignty over the occupied West Bank. This is effectively equivalent to annexing Palestinian territory and is considered a clear violation of international law.
The bill passed the first reading in the 120-seat Knesset on Tuesday with a narrow 25-24 vote. To become law, it must be approved in three more rounds of voting. Although Prime Minister Netanyahu and his Likud party opposed the bill, several coalition partners and opposition MPs supported it.
A Knesset statement said the bill was intended to "apply the sovereignty of the State of Israel over the regions of Judea and Samaria (the West Bank)." It will now be sent to the Foreign Affairs and Defense Committee for further discussion.
This vote comes one month after US President Donald Trump declared that Israel would not be permitted to annex the West Bank. Simultaneously, US Vice President JD Vance is also visiting Israel to sustain the ceasefire in Gaza.
Meanwhile, Netanyahu's Likud party issued a statement calling the vote "provocation by the opposition," saying it could damage Israel's relations with the United States. The statement added, "True sovereignty is achieved through real steps, not by pretending to show an act of law."
Crucially, annexing the West Bank would effectively end the possibility of a two-state solution to the Israeli-Palestinian conflict.
The vote has drawn sharp reactions from the Palestinian Ministry of Foreign Affairs, Hamas, Qatar, Saudi Arabia, and Jordan. The Palestinian Ministry of Foreign Affairs stated, "We firmly reject the Knesset's attempt to annex Palestinian land. These regions—the West Bank, East Jerusalem, and Gaza—are a single geographical unit over which Israel has no sovereign rights."
Hamas stated that "these bills reveal the colonialist face of the occupying power, Israel. This attempt to occupy the West Bank is illegal and unacceptable." Qatar described it as "a blatant violation of the historical rights of the Palestinians and a challenge to international law."
The Saudi Foreign Ministry stated that "Riyadh strictly rejects all forms of settlement and expansionist activities by the Israeli occupying forces." Jordan said, "This move is a clear violation of international law, an obstruction to the path of a two-state solution, and an interference with the fundamental rights of the Palestinian people to self-determination and the establishment of an independent state."
Currently, more than 700,000 Israeli settlers live in illegal settlements in the occupied West Bank and East Jerusalem. These settlements have been declared illegal under international law.
