Student-Populace Uprising: Second Tribunal Being Prepared

Another tribunal is being established beside the existing one in the Old High Court Building to try crimes against humanity, including murders, genocides, enforced disappearances, and other atrocities committed during the anti-discrimination movement. Preparatory work for the infrastructure of the second tribunal has already begun, aiming to ensure smooth and expedited trials.

On Sunday (December 29) afternoon, a prosecution team led by Prosecutor BM Sultan Mahmud visited the site designated for the second tribunal. They also inspected the premises of the first tribunal.

Sultan Mahmud commented, "The second tribunal might be formed. We came to assess the progress of the preparations."

When asked about the new tribunal, he stated, "You are aware that crimes against humanity have occurred across the country, and their scale is vast. One tribunal is not sufficient. Hence, we need space for prosecution and administrative offices. We are preparing everything accordingly so that we can proceed here when required."

According to the prosecution, over 300 complaints have been filed with the tribunal to date. Of these, 168 complaints have been reviewed and sent to the investigation agency for further scrutiny.

On August 5, amid the student-populace uprising, Sheikh Hasina fled to India. Although several complaints have been lodged against her, only one case has been filed with the International Crimes Tribunal for genocide and crimes against humanity. On November 13, the Chief Prosecutor’s Office formally requested Bangladesh Police’s National Central Bureau (NCB) to issue a Red Notice via Interpol for her arrest. In another case, the tribunal issued arrest warrants on October 17 against 46 individuals, including former ministers and state ministers.

The International Crimes Tribunal was established in 2010 to prosecute crimes against humanity, officially commencing its operations on March 25 of that year. A second tribunal, known as Tribunal-2, was formed on March 22, 2012. However, on September 15, 2015, the two tribunals were merged into one.

In 2024, another tribunal was constituted to try crimes such as murder, genocide, and enforced disappearances committed during the anti-discrimination movement. On October 14, the Ministry of Law issued a notification appointing Justice Golam Mortuza Majumder of the High Court as the Chairman of the International Crimes Tribunal.
