
The government has officially approved the declaration of four areas across the districts of Rajshahi, Chapainawabganj, Rangpur and Bagura as 'Special Biodiversity Conservation Areas'.
This approval was granted during the 41st meeting of the Wildlife Advisory Board, which was recently held under the chairship of Environment, Forest and Climate Change Adviser, Syeda Rizwana Hasan, accoring to a local media.
The Wildlife Advisory Board operates as a crucial body established under the Wildlife (Preservation and Security) Act, 2012, which replaced older legislation. Comprising experts in wildlife, biodiversity, and forestry, the board's primary role is to guide the government on the conservation, development, and management of these resources, including advising on policies, protected areas, and methods to combat illegal trade.
During a recent meeting, the board reviewed six proposals submitted by Deputy Commissioners from five different districts for the declaration of 'Special Biodiversity Conservation Areas'. The proposed locations were:
Rajshahi: Shimla Park in Padma Char and Babu Dyeing in Godagari Upazila; Chapainawabganj: Babu Dyeing Tourism and Picnic Spot; Rangpur: Barardah and Patoakamari Beel in Badarganj Upazila and Bogura: Barabila Beel in Sherpur Upazila.
Additionally, a proposal to conserve a biodiversity-rich area in Arakul Mouza under Keraniganj Upazila in Dhaka district was also placed, but this specific proposal was not approved by the Board.
Following deliberation, the Wildlife Advisory Board meeting decided that the 'Special Biodiversity Conservation Area' status would only be applied to areas falling under government khas (state-owned) land, explicitly excluding privately owned land from the declaration.
As the Bharardah and Patoakamari Beels in Badarganj Upazila of Rangpur district are entirely located on government khas land, the entire area of the beel was approved for declaration as a 'Special Biodiversity Conservation Area'.
For the conservation of biodiversity in the privately owned and leased lands within the other approved areas, the Deputy Commissioners of the concerned districts are mandated to organize workshops with landowners and other stakeholders, and take necessary steps for conservation in those specific parcels.
