The 9th National Pay Commission has submitted its formal report to Chief Advisor Professor Muhammad Yunus, recommending a substantial increase in salaries and benefits for government employees. The report was presented three weeks ahead of its original deadline.

On Wednesday (January 21), a 23-member commission led by Zakir Ahmed Khan presented the findings at the State Guest House, Jamuna. The Chief Advisor’s Press Wing confirmed the development.

Key Highlights of the Proposal
The commission was formed on July 27 last year, 12 years after the previous pay commission in 2013. While the deadline for submission was February 14, 2026, the commission completed its task early, utilizing only 18% of its allocated budget.

Upon receiving the report, Chief Advisor Professor Muhammad Yunus praised the effort, stating:

Commission Head Zakir Ahmed Khan noted that global and national economic shifts—particularly the rising cost of essential goods—made a new structure necessary.

To reach these recommendations, the commission held 184 meetings and gathered feedback from over 2,500 individuals and various associations.

Salary and Pension Increases
The proposed changes aim to bring government compensation in line with current living costs.

Pensioner Benefits:

• Under 20,000 BDT: 100% increase (doubled).

• Medical Allowance: Proposed at 10,000 BDT for those over 75, and 5,000 BDT for those under 55.

Additional Allowances and Reforms
The report introduces several welfare-focused recommendations:

• Boishakhi Allowance: Proposed to increase from 20% to 50% of basic pay.
• Tiffin Allowance: Recommended to increase from 200 BDT to 1,000 BDT for employees in Grades 11–20.
• Disability Support: A monthly allowance of 2,000 BDT for up to two children with disabilities per employee.
• Systemic Reforms: The report suggests introducing health insurance, reforming the pension system, reorganizing the Welfare Board, and creating a Service Commission.

Financial Impact
The implementation of these proposals will require an estimated 106,000 crore BDT. Currently, the government spends 131,000 crore BDT on 1.4 million employees and 900,000 pensioners.

Finance Advisor Salehuddin Ahmed stated that the next step is the implementation phase. A dedicated committee will be formed shortly to work on the execution strategy.

The meeting was attended by Finance Advisor Salehuddin Ahmed, Special Assistant to the Chief Advisor Anisuzzaman Chowdhury, Finance Secretary Khairuzzaman Mozumder, and members of the commission.
