The government has implemented a major leadership change at the national flag carrier, Biman Bangladesh Airlines. The contractual appointment of Dr. Md. Shafiqur Rahman, the airline’s Managing Director (MD) and CEO, has been officially terminated following his imprisonment in a criminal case.
In his stead, Dr. Humaira Sultana, an Additional Secretary at the Ministry of Civil Aviation and Tourism, has been appointed to provide interim leadership and maintain administrative and operational stability.
Official Order and Legal Grounds
The decision was finalized through an official order issued by the "Biman-1 Branch" of the Ministry on Tuesday, February 3. According to the gazette notification:
- Termination: Dr. Shafiqur Rahman’s contract was revoked due to his current incarceration.
- Interim Appointment: To ensure that the sensitive operations of the national carrier do not stall, Dr. Humaira Sultana—who currently serves as Additional Secretary (Biman and Civil Aviation)—has been given additional charges as MD and CEO.
- Legal Basis: The administrative move was taken under Section 30(C) of the Biman Bangladesh Airlines Act, 2023.
The order, signed by Senior Assistant Secretary Mosammat Shakila Parvin, has been circulated to key state offices, including the Chief Adviser's Office, the National Security Adviser, the Ministry of Finance, and the Election Commission Secretariat.
Context and Future Outlook
Internal sources at Biman indicate that the airline has recently faced scrutiny regarding its financial management, service quality, and administrative decisions.
Industry experts view the removal of the former MD during his imprisonment as a critical step in addressing the airline's ongoing challenges.
Key expectations for Dr. Humaira Sultana’s tenure include:
- Operational Momentum: Accelerating major projects that have recently stalled.
- Hajj Preparations: Streamlining advance logistics and planning for the upcoming Hajj season.
- Administrative Stability: Restoring confidence in the airline's leadership during this transition.
While Dr. Sultana stabilizes the carrier, speculation continues regarding who will eventually be appointed as the permanent head of the airline.
