Prime Minister Tarique Rahman has urged District Commissioners (DCs) and Divisional Commissioners to work impartially for the welfare of the country, stating that the greatest asset of the state is the trust of its people.

"Work fearlessly and neutrally for the benefit of the nation," the Prime Minister said while addressing the annual convention of the Bangladesh Administrative Service Association at the Bangladesh-China Friendship Conference Center on Wednesday night.

Governance and Accountability
The Prime Minister emphasized that public trust is built gradually through the transparency and accountability of the government and its administration.

"I firmly believe you will remain diligent in this regard," he said. Highlighting that the government would support any legal or humanitarian initiative taken by field-level officials, he added, "The administration is not just a tool for law enforcement; it is a medium for serving the people."

Turning Population into Assets
Addressing the country’s potential, the Prime Minister spoke regarding the "demographic dividend." He noted that if the young and capable population is transformed into a skilled workforce, they will become national assets capable of transforming Bangladesh.

He also stressed the importance of upholding religious and social values, starting from the family unit. "A family is the smallest unit of a state. If families are inspired by social and religious values, the values of the state will be consolidated," he remarked.

Implementing the Manifesto
The event marked the conclusion of the four-day District Commissioner Conference 2026. Prime Minister Rahman pointed out that the election manifesto, which received public support, is no longer just a BNP party document but a "manifesto of the people."

"The administration’s success is ultimately the government's success," he said, describing Divisional Commissioners and DCs as "administrative ambassadors" at the field level.

People as Owners of the State
The Prime Minister reminded officials that the public should feel their ownership of the state when seeking services at government offices.

He concluded by emphasizing that while the law is paramount, humanity is even more significant. He urged officials to be especially compassionate toward the elderly and the ill when they seek government assistance.

Earlier in the evening, Prime Minister Tarique Rahman personally drove himself from his office at the Secretariat to the venue, accompanied by his wife, Dr. Zubaida Rahman.

The ceremony was chaired by Kaniz Mawla, President of the Bangladesh Administrative Service Association and Secretary of Cultural Affairs. Other speakers included PM’s Adviser Ismail Zabiullah, State Minister for Public Administration Abdul Bari, Cabinet Secretary Nasimul Gani, and Principal Secretary to the PM, ABM Abdus Sattar. Cabinet members and chiefs of the three branches of the armed forces were also in attendance.
