Prime Minister Tarique Rahman stated that the government is firmly committed to building a modern, technology-driven army suited to the demands of the times. He made these remarks on Sunday (July 26) while addressing the opening ceremony of the Army Headquarters Selection Board-2026 as the chief guest at Army Headquarters in Dhaka Cantonment.
Highlighting the complex security environment, the Prime Minister noted that Bangladesh currently faces multi-dimensional challenges, including maritime and border security, interstate and cross-border threats, cyber and information security, disaster management, and humanitarian assistance operations.
Consequently, he emphasized that adopting a realistic and sustainable defense modernization model—tailored to the country's geographical position, economic capability, national security needs, and public expectations—is imperative.
Speaking as both Head of Government and Minister of Defense, Tarique Rahman expressed his belief that the true strength of Bangladesh's defense system lies not merely in armed forces capabilities, but in the unity, preparedness, and resilience of the entire nation.
To achieve this, he announced that a modern policy framework will be formulated inspired by the vision of martyred President Ziaur Rahman. This framework will integrate the armed forces, law enforcement agencies, civil administration, industries, technology sectors, educational institutions, and the general public into a cohesive national security structure.
The objective of this policy is not to encourage war, but to build a stable, self-reliant armed forces that is perpetually prepared to counter any potential crisis, aggression, or disaster, thereby fully safeguarding national sovereignty, independence, and interests.
Addressing the generals present, the Prime Minister pointed out that the nature of warfare has evolved. Security no longer means merely protecting geographical borders; it now encompasses cyberspace, information warfare, drone technology, artificial intelligence, and regional geopolitical competition.
The government intends to further strengthen the defense apparatus by scaling up capabilities in drone technology, satellite surveillance, cyber defense, and electronic warfare.
He shared that the government is currently drafting an outline for the modernization and development of the armed forces.
The future development strategy prioritizes capability over sheer numbers, effectiveness over expansion, technological innovation over platform multiplication, and jointness over single-service-centric growth.
Outlining the core themes for armed forces development, the Prime Minister emphasized:
Stressing the importance of the Selection Board, he stated that promotions and postings must be restored to strict discipline by fairly selecting qualified individuals based on merit, competence, efficiency, and integrity.
He expressed confidence that this board will lay a solid foundation for visionary and professional leadership in the army for the future.
Reflecting on his personal connection to the military, the Prime Minister shared, "I feel a sense of pride in any success of the army, and conversely, I feel uneasy at any negative news regarding it."
Recalling his upbringing in military environments both at home and abroad, he remarked that the cantonment remains a place of deep emotion and memory for him.
He fondly remembered his father, the proclaimer of independence and valiant freedom fighter martyred President Ziaur Rahman, noting that General Zia's historic declaration as an army officer made the military an inseparable part of Bangladesh's independence and liberation war history.
He also recalled the turbulent post-independence era when attempts were made to tarnish the army's image and create instability, noting that firm and visionary leadership by former Army Chief Lieutenant General Ziaur Rahman successfully ushered in a new era of discipline and professionalism.
The Prime Minister praised the relentless contributions of army personnel in maintaining security and stability in the Chittagong Hill Tracts since the dawn of independence.
He noted that the ongoing 1,036-kilometer-long "Border Road" project in remote and border regions is not only ensuring border security but also opening new economic horizons for locals.
Furthermore, operations are underway to clear 1,200 square meters of mine- and explosive-contaminated areas in the region. He expressed deep condolences and gratitude to the families of the 217 brave soldiers who made the ultimate sacrifice while maintaining peace and combating terrorism in the Chittagong Hill Tracts.
Highlighting the global standing of the Bangladesh Army, Tarique Rahman commended its role as one of the world's leading contributors of peacekeepers to United Nations missions. H
e acknowledged the international honor brought to the country through the professionalism and dedication of its members in the Central African Republic, South Sudan, and Mali, while paying tribute to the ultimate sacrifice made by six Bangladeshi peacekeepers who were killed in a drone attack in South Sudan on December 13, 2025.
Referring to recent national events, the Prime Minister expressed belief that pro-democracy citizens positively value the responsible role played by the army during the historic July-August mass uprising of 2024 and the critical post-August 5 phase. He praised the military for maintaining law and order, securing industrial zones, and keeping the stagnant economy moving throughout the interim government's tenure. He added that the army's staunch support in facilitating the free and fair election held on February 12 was a unique demonstration of its institutional faith in democratic norms.
Additionally, the military played a crucial role in stabilizing the situation and managing fuel reserves efficiently during the global energy crisis.
The Prime Minister lauded the army's pivotal role in national crises, including infrastructural development, post-disaster rescue operations, and flood management. He remarked that while fascist regimes had stripped institutions of their professionalism, the army must now reclaim public trust through competence, efficiency, and professionalism within the current democratic environment.
Underscoring the criteria for promotion, the Prime Minister stated that physical fitness and appearance must remain key considerations, quoting the late U.S. General H. Norman Schwarzkopf: "The more you sweat in peace, the less you bleed in war." He reiterated that there is zero room for compromise regarding discipline and fitness in the army.
Concluding his address, the Prime Minister expressed confidence that the officers selected through the board will further strengthen the army's legacy of success, glory, and professionalism. Reaffirming the government's foundational philosophy, he declared: "Bangladesh first" in protecting national interests, and "Bangladesh for all" in safeguarding public welfare.
