In a move towards transparency, the reports of all 11 reform commissions—those formed both before and after the establishment of the National Consensus Commission—have been published on the same website.
A total of 11 reform commissions were constituted starting in October of last year, following the assumption of office by the current interim government led by Professor Muhammad Yunus.
As the work of six initial reform commissions neared completion, the National Consensus Commission (NCC) was formed. Chief Adviser Dr. Muhammad Yunus chaired the NCC, with Constitution Reform Commission Chief Professor Ali Riaz serving as vice-chairman. The heads of the remaining five reform commissions were included as NCC members.
Later, two senior members from the Judicial Reform Commission and the Public Administration Reform Commission were incorporated due to the unavailability of their respective chiefs.
The NCC formally launched on February 15 this year and subsequently engaged in multiple rounds of discussions with political parties and civil society. This continuous dialogue culminated in the finalization of the July National Charter 2025 by July 31. The charter was formally signed by participating political parties on October 17.
Significantly, the government has already issued the July National Charter (Constitution Reform) Implementation Order, which is based on the recommendations put forth by the National Consensus Commission.
