As Bangladesh Prime Minister Tarique Rahman arrives in Malaysia for his first official overseas visit since taking office, civil rights and migrant advocacy groups are calling on both nations to urgently overhaul the bilateral labor migration system.

In a joint statement issued today, Migrant88, the Bangladesh Solidarity Network, and the North South Initiative (NSI) urged Prime Minister Rahman and his Malaysian counterpart to place labor migration, migrant protection, and recruitment reform at the very center of their bilateral discussions.

Malaysia is home to hundreds of thousands of Bangladeshi workers whose remittances and labor heavily support the economies of both nations. However, the rights groups emphasize that systemic vulnerabilities—including exorbitant recruitment fees, debt bondage, labor exploitation, and weak institutional protections—continue to plague these workers.

"These challenges cannot remain secondary issues in a relationship built on the movement of workers and remittances," the organizations stated, drawing on more than a decade of documenting trafficking risks and governance failures.

The coalition presented a five-point framework for immediate action during the high-profile diplomatic visit:

1. Eliminating Debt-Based Recruitment
The groups demanded the full implementation of the International Labour Organization’s (ILO) Fair Recruitment Principles, specifically the Employer Pays Principle. Currently, many Bangladeshi migrants spend their first few years abroad merely paying off high-interest loans taken out to cover illegal recruitment fees. The advocates called for a zero-fee migration model, stricter monitoring of sub-agents, and independent audits of recruitment practices.

2. Dismantling Rohingya Trafficking Networks
Highlighting a critical regional security threat, the statement urged both governments to establish a permanent joint anti-trafficking mechanism. They called for aggressive, independent investigations into transnational criminal syndicates operating along the Bangladesh coastline. Crucially, the groups demanded accountability for "politically connected individuals, local power brokers, or public officials" who may be protecting or profiting from human trafficking operations.

3. Breaking Up Recruitment Syndicates
The current migration system has long faced criticism for allowing a small, exclusive syndicate of recruitment agencies to monopolize the market, driving up costs for vulnerable workers. The coalition urged both nations to restore transparency by opening up the market to fair competition, publicly disclosing all licensed agencies, and mandating the public listing of actual migration costs and contracts.

4. Enforcing Agency Accountability
Advocates called on regulatory bodies and the Bangladesh Association of International Recruiting Agencies (BAIRA) to stop acting as a "protective shield" for predatory agencies. Recommendations include publishing a public blacklist of violating agencies and their beneficial owners, alongside implementing strict criminal penalties for contract substitution, document confiscation, and wage theft.

5. Reforming Consular Services
To ensure workers have a reliable safety net abroad, the groups recommended creating an Independent Migrant Worker Assistance and Complaints Council at the Bangladesh High Commission in Malaysia. This proposed body would include civil society members and legal experts to provide safe, confidential channels for workers to report abuse, alongside establishing a multilingual hotline and digital complaint platforms.

A Test for the New Administration
Beyond labor reforms, the networks also encouraged both governments to collaborate on safer, cheaper banking channels to ensure workers' remittances can be sent home securely without relying on informal networks.

As Prime Minister Rahman kicks off his diplomatic agenda in Malaysia, civil society emphasizes that the success of the visit will ultimately be judged by tangible reforms.

"The success of this visit should be measured not only by diplomatic agreements," the joint statement concluded, "but also by meaningful improvements in the lives of the workers whose contributions help sustain both nations."
