The Directorate of Secondary and Higher Education (DSHE) and the Directorate of Madrasha Education (DME) have issued urgent directives to all government and private schools, colleges and madrasas to initiate an extensive public awareness campaign regarding the national referendum scheduled for February 12.
This referendum, which coincides with the upcoming 13th National Parliament Election 2026, seeks a public mandate on fundamental constitutional reforms outlined in the "July National Charter 2025."
Under the new instructions, all educational institutions and offices must prominently display at least two vertical banners and festoons featuring the official referendum logo in visible locations.
Furthermore, the designated logo is now mandatory for use in all government correspondence, including official letters, orders, and notifications, until the conclusion of the polling period.
The campaign strategy extends beyond visual displays, as the DME has specifically instructed institutions to utilize parent-teacher gatherings and students to carry the message directly to families.
Notice boards and social media platforms are also to be leveraged to ensure widespread understanding of the reform proposals.
These proposals include significant structural changes to the state, such as a maximum 10-year term limit for the Prime Minister, the establishment of an upper house in Parliament, a collaborative role for both the government and the opposition in appointing the Election Commission and Public Service Commission, and measures to guarantee the total independence of the judiciary.
The directives, signed by high-ranking officials including DSHE Assistant Director Md. Khalid Hossain, reflect a coordinated effort by the Cabinet Division to eliminate ambiguity surrounding the vote.
By integrating the referendum’s goals into the educational framework, the government aims to ensure that voters are fully informed about the fundamental changes proposed to the nation’s constitution.
This nationwide mobilization in schools and colleges is expected to play a decisive role in preparing the electorate for the February 12 poll, which the administration views as a vital step in undoing long-standing systemic issues within the country's governance.
