IMF recommends data on assets of civil servants to prevent corruption

International Monetary Fund (IMF) has recommended the concerned authorities to take information about the assets of government employees to prevent corruption. However, IMF had previously asked the government to collect asset statements from key officials.

The IMF made the recommendations in its staff report after approving the third tranche of $4.7 billion loan to Bangladesh on Tuesday (June 25).

'To reduce corruption effectively, sanctions should be imposed if there is non-compliance. The asset declaration process of government officials should be strengthened by adopting a standard method for regular updating of the assets of all public officials every year and update it regularly,' The IMF said in its staff report.

'Increasing transparency and strengthening policy frameworks will also play an important role in creating a better business environment,' IMF said.

According to the Government Servants Act (Conduct) Rules, 1979, it is said that government employees are required to submit statements of immovable asset acquisition, and sale.

The rules from 1979 also includes that government employees are bound to take permission from the government to buy or sell any asset. This includes land, houses and flats. If they purchase any assets, the source of money should also be disclosed to the authorities.

Meanwhile, if any asset is sold, the price must be reported.

However, it has been seen in most ministries that they did not get much response even after asking for wealth statements from the employees.
